In the early autumn, with the vitality of the university, a blueprint for Fudan’s future is slowly unfolding.

On the morning of August 27, the atmosphere in the Wu Wenzheng Lecture Hall of Guanghua Building, Fudan University was solemn and warm, and the 16th Congress of the Communist Party of China at Fudan University kicked off.

Qiu Xin made a report

Comrade Qiu Xin, on behalf of the 15th Committee of the Communist Party of China, Fudan University, made a report entitled “Education Power Leads the Way, Independent Innovation Becomes the Vanguard, and Writes a New Chapter of High-Quality Development of World-Class Universities with Chinese Characteristics”. Warm applause echoed in the lecture hall; eager expectations stirred the hearts of teachers and students.

The report is guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, deeply studies and implements the spirit of the 20th National Congress of the Party and the spirit of the Second and Third Plenary Sessions of the 20th Central Committee of the Party, comprehensively implements the Party’s education policy, benchmarks the requirements of the Central Committee, responds to the concerns of the times, and is close to the actual situation of the school. It has a clear theme, lofty intentions, sonorous and powerful, and resounding.

The drafting took more than a year and dozens of drafts. This heavy report is a report card for the vigorous development of Fudan’s various undertakings in the past six years. It is a declaration of teachers and students to unite their virtues, unite their hearts and minds, and jointly draw a better future. It is a mobilization order to overcome difficulties, uphold integrity and innovation, and write a new chapter of high-quality development of world-class universities with Chinese characteristics.

The 20th National Congress of the Communist Party of China sounded the clarion call for building a modern socialist country in an all-round way.

Faced with the major questions of “What is education for building a strong country” and “What is Fudan for building a strong country”, how can we respond to the question of the times of Chinese-style modernization with Fudan’s answer sheet of high-quality development? Standing at a new historical starting point, the 16th Party Congress of Fudan University has a heavy responsibility and a glorious mission.

Drafting a high-quality report that conforms to the requirements of the times, gathers the wisdom of the whole school, reflects the wishes of teachers and students, and has a major guiding role in the development of the school’s cause and party building is the key to a good party congress.

The school party committee attaches great importance to the drafting of the report. In May 2023, a report drafting group was established to carry out its work under the direct leadership of the Standing Committee of the Party Committee. The Standing Committee of the Party Committee studied and reviewed the draft report four times. Comrade Qiu Xin convened the drafting group meetings many times, clarified the overall requirements and framework ideas for the drafting of the report, and carefully scrutinized, repeatedly considered, and strived for excellence in some important terms. Comrade Jin Li and other members of the Standing Committee also put forward important opinions on the content structure and main terms of the report.

Grasp the overall situation and plan at a high level. The report of the Party Congress is a political report. First of all, it must highlight its political nature and firmly grasp the correct direction. The drafting group studied in depth and practiced “internal skills” to deeply understand General Secretary Xi Jinping’s important expositions on education, science and technology, and talents, as well as the important instructions and replies on Fudan University, and sorted out and digested various materials. From strengthening basic research and achieving high-level scientific and technological self-reliance, to accelerating the development of new quality productivity, and then to deepening the reform of the system and mechanism of education, science and technology talents… The drafting group promptly followed up and learned the latest spirit and requirements of the Party Central Committee, and always maintained a high degree of consistency with the Party Central Committee on major policies, major principles, and major formulations.

Investigation and research are the basis for planning and the way to achieve success. From May to September 2023, during the period of the theme education of studying and implementing Xi Jinping’s new era of socialism with Chinese characteristics, the school party committee organized and implemented the “close question and close thinking” investigation, guiding party members and cadres and teachers and students of the whole school to seriously investigate, actively think, and make suggestions on several major issues related to the reform and development of the school, providing strong support for the drafting of the report.

The resounding “eight questions” are precisely the results of the school party committee’s benchmarking of the central deployment and the requirements of the municipal party committee, and through various channels, the school’s comparative advantages, stage characteristics, shortcomings, bottlenecks, and major opportunities for development have been condensed and judged in depth. Questionnaires are collected one by one, and people speak freely one by one. The bottlenecks and difficulties that restrict the high-quality development of the school are condensed in the “close questioning”, and the consensus on solving urgent and difficult diseases and chronic diseases is highlighted in the “close thinking”.

2023 Summer Retreat and Theme Education Research Results Exchange Meeting

The preparatory meeting of the 16th Congress of the Communist Party of China at Fudan University was held in the 202 lecture hall of the East Auxiliary Building of Guanghua Building on the afternoon of August 26. The meeting was chaired by Qiu Xin, Secretary of the Party Committee of the University.

The meeting listened to and passed the “Report on the Qualification Review of the 16th Congress of the Communist Party of China at Fudan University by the Qualification Review Group of the 16th Party Congress” made by Zhou Hu, Deputy Secretary of the Party Committee of the University and Head of the Qualification Review Group of the 16th Party Congress on behalf of the Qualification Review Group of the 16th Party Congress.

The report shows that the election of delegates to this Party Congress conscientiously implemented the principle of democratic centralism. The selection of delegates adhered to the bottom-up, top-down, repeated deliberation, and step-by-step selection, and widely listened to opinions. The grassroots party branch organized all party members to deliberate and nominate the candidate candidates for the delegates. Each election unit held a party committee (party organization) meeting to collect opinions from all parties and make a public announcement in the election unit. The election of representatives was strictly carried out in accordance with the Constitution of the Communist Party of China and relevant regulations, using secret ballot and differential election. The votes of approval for the elected representatives exceeded half of the party members or party representatives who were supposed to attend the meeting. The elected representatives are broadly representative.

The representative qualification review team believes that the 291 representatives elected by 56 election units in the university are in compliance with the relevant provisions of the Constitution of the Communist Party of China and the Method for the Selection of Representatives of the 16th Congress of the Communist Party of China at Fudan University, and meet the procedures and conditions for the selection of representatives, and their representative qualifications are valid.

The meeting adopted the list of the 29-member presidium and the list of the secretary-general of the conference by a show of hands. The meeting also adopted the “Agenda of the 16th Congress of the Communist Party of China at Fudan University”.

Qiu Xin made a speech at the end of the preparatory meeting. He pointed out that this party congress is an important meeting held at a critical period when my country embarks on a new journey of building a modern socialist country in an all-round way and the school is making every effort to move towards the forefront of world-class universities with Chinese characteristics. Holding this congress well is of great significance for uniting and mobilizing all party members, teachers, students and staff of the school to write a new chapter of high-quality development of world-class universities with Chinese characteristics. This party congress will comprehensively summarize the achievements and experience of the party committee in leading the school since the 15th party congress; on the basis of accurately grasping the historical orientation and situation and tasks, it will make important arrangements for the school to promote the high-quality development of world-class universities with Chinese characteristics and comprehensively and strictly govern the party; it will elect a new party committee and discipline inspection committee to unite and lead all party members, teachers, students and staff of the school to work together.

In order to hold this party congress well, Qiu Xin, on behalf of the school party committee, put forward three requirements to all representatives. First, we should improve our position and further enhance our sense of political responsibility and historical mission. Second, we should fulfill our duties and concentrate our efforts to promote the high-quality development of the school. Third, we should be serious and cast a glorious and sacred vote. Every representative should participate in the various agendas of the conference and perform their representative duties with full enthusiasm and high spirits.

In the afternoon of the same day, the presidium of the 16th Party Congress of Fudan University held its first meeting in Room 101 of the East Auxiliary Building of Guanghua Building. The meeting elected Qiu Xin as the executive chairman of the presidium, approved the list of deputy secretaries-general of the conference, and clarified the responsibilities of the presidium of the conference. The presidium meeting approved the agenda of the 16th Party Congress. The conference will open on the morning of August 27 and close on the afternoon of August 28. The meeting also heard an explanation on the drafting of the Party Committee report and the work report of the Discipline Inspection Commission.

From August 23 to 24, Fudan University held a summer study and discussion meeting for the school leadership team in 2024. The meeting thoroughly studied and implemented the spirit of the Third Plenary Session of the 20th CPC Central Committee, took deepening the reform of education, science and technology, and talents as the general guide, focused on the key issues in the construction of a first-class university innovation system, seized the window of reform, and planned breakthrough paths and leading measures to promote development through reform.

All school leaders, members of the Standing Committee of the Party Committee, assistant to the president, and members of the leadership team of Shanghai Medical College attended the meeting, and the main leaders of relevant functional departments attended the meeting according to the topic.

The meeting lasted two days, focusing on “deepening education and teaching reform and the construction of a talent independent training system”, “Innovation College Construction Path and New Engineering Talent Training Reform”, “Campus Planning and Basic Construction for the 15th Five-Year Plan”, “Exploring the Reform of Personnel with Talent Development as the Core”, and “The Main Attack Path of Global Open Cooperation Action”.

Qiu Xin, Secretary of the Party Committee of the University, emphasized that this meeting was both a study and discussion meeting and a reform implementation meeting. Through school discussions, we should unify our thoughts, pool our wisdom, and implement the reforms in a “nail-driving spirit” without compromise and creatively. First, we should nail down the key points. We should grasp the main contradictions and the main aspects of the main contradictions, use “Lego thinking”, emphasize system integration, concentrate our strength on the key points, and promote the overall situation from the point to the whole. Second, we should nail down the key points to the end. We should clarify the reform path and be determined to bite the “hard bones”. Third, we should not use brute force. President Jin Li pointed out that studying and implementing the spirit of the Third Plenary Session of the 20th CPC Central Committee and promoting the integrated reform of education, science and technology, and talents in schools are the most important tasks at present and in the future. Universities are the intersection of education, science and technology, and talents, and Fudan should take the lead and be the vanguard. Through the reform, the system will guide the adjustment of professional settings, build the foundation of an independent talent training system, vigorously promote the construction of a new engineering innovation college, deepen the personnel reform centered on the quasi-long-term employment system, build a large foreign affairs pattern, and promote the “15th Five-Year Plan” campus planning and basic construction, laying the foundation, stimulating motivation, and opening up the pattern for building the “first Fudan”.

On the afternoon of August 28, the 16th Committee of the Communist Party of China at Fudan University held its first plenary session. Comrade Qiu Xin presided over the meeting.

The meeting elected a new leadership team of the school party committee through secret ballot. Qiu Xin was elected secretary of the party committee, and Jin Li, Yuan Zhenghong, Lin Litao, Zhou Hu, and Qian Haihong were elected vice secretaries of the party committee. Ma Yugang, Fang Ming, Ai Zhu, Xu Zheng, Wang Yuanyuan, Chen Zhimin, Lin Litao, Jin Li, Zhou Hu, Jiang Yugang, Yuan Zhenghong, Qian Haihong, Xu Jun, Peng Huisheng, Qiu Xin and 15 other comrades (in order of strokes of surnames) were elected as members of the standing committee of the party committee.

The meeting voted and approved the election results of the first plenary session of the 16th Discipline Inspection Commission of Fudan University of the Communist Party of China. Lin Litao was elected secretary of the Discipline Inspection Commission, and Liu Jinhua and Zhang Xuanhe were elected deputy secretaries of the Discipline Inspection Commission.

After completing the election and voting procedures, Qiu Xin, secretary of the school party committee, delivered a speech. He said that from now on, the “baton” will be handed over to the new team. Party committee members should cherish the high hopes and trust of the organization, the trust and expectations of party members, cadres, teachers, students and staff of the whole school, and the opportunities and stage for the vigorous development of higher education in the new era. Take the baton, run at an accelerated pace, be a good leader, and strive to hand in a new answer sheet that is worthy of history.

Qiu Xin emphasized that we must be loyal to the Party, bear in mind the instructions, and strive to be a model of “two maintenances”. In politics, we must always stand at the height of serving the overall development of the Party and the country to plan and promote the reform and development of various undertakings of the school; in ideology, we must always keep in mind and put the implementation of General Secretary Xi Jinping’s important speeches and instructions in the first place, take the lead in strengthening the “four consciousnesses”, firming the “four self-confidences”, and achieving the “two maintenances”; in action, we must shoulder the historical responsibility of building the “first Fudan”, ensure that the decisions of the Party Central Committee, the deployment of the superiors, and the goals and tasks of the Party Committee are implemented and effective, and accelerate the transformation of “construction drawings” into high-quality “real scenes”.
