Report of the 16th Party Congress of Fudan University

In the early autumn, with the vitality of the university, a blueprint for Fudan’s future is slowly unfolding.

On the morning of August 27, the atmosphere in the Wu Wenzheng Lecture Hall of Guanghua Building, Fudan University was solemn and warm, and the 16th Congress of the Communist Party of China at Fudan University kicked off.

Comrade Qiu Xin, on behalf of the 15th Committee of the Communist Party of China, Fudan University, made a report entitled “Education Power Leads the Way, Independent Innovation Becomes the Vanguard, and Writes a New Chapter of High-Quality Development of World-Class Universities with Chinese Characteristics”. Warm applause echoed in the lecture hall; eager expectations stirred the hearts of teachers and students.

The report is guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, deeply studies and implements the spirit of the 20th National Congress of the Party and the spirit of the Second and Third Plenary Sessions of the 20th Central Committee of the Party, comprehensively implements the Party’s education policy, benchmarks the requirements of the Central Committee, responds to the concerns of the times, and is close to the actual situation of the school. It has a clear theme, lofty intentions, sonorous and powerful, and resounding.

The drafting took more than a year and dozens of drafts. This heavy report is a report card for the vigorous development of Fudan’s various undertakings in the past six years. It is a declaration of teachers and students to unite their virtues, unite their hearts and minds, and jointly draw a better future. It is a mobilization order to overcome difficulties, uphold integrity and innovation, and write a new chapter of high-quality development of world-class universities with Chinese characteristics.

The 20th National Congress of the Communist Party of China sounded the clarion call for building a modern socialist country in an all-round way.

Faced with the major questions of “What is education for building a strong country” and “What is Fudan for building a strong country”, how can we respond to the question of the times of Chinese-style modernization with Fudan’s answer sheet of high-quality development? Standing at a new historical starting point, the 16th Party Congress of Fudan University has a heavy responsibility and a glorious mission.

Drafting a high-quality report that conforms to the requirements of the times, gathers the wisdom of the whole school, reflects the wishes of teachers and students, and has a major guiding role in the development of the school’s cause and party building is the key to a good party congress.

The school party committee attaches great importance to the drafting of the report. In May 2023, a report drafting group was established to carry out its work under the direct leadership of the Standing Committee of the Party Committee. The Standing Committee of the Party Committee studied and reviewed the draft report four times. Comrade Qiu Xin convened the drafting group meetings many times, clarified the overall requirements and framework ideas for the drafting of the report, and carefully scrutinized, repeatedly considered, and strived for excellence in some important terms. Comrade Jin Li and other members of the Standing Committee also put forward important opinions on the content structure and main terms of the report.

Grasp the overall situation and plan at a high level. The report of the Party Congress is a political report. First of all, it must highlight its political nature and firmly grasp the correct direction. The drafting group studied in depth and practiced “internal skills” to deeply understand General Secretary Xi Jinping’s important expositions on education, science and technology, and talents, as well as the important instructions and replies on Fudan University, and sorted out and digested various materials. From strengthening basic research and achieving high-level scientific and technological self-reliance, to accelerating the development of new quality productivity, and then to deepening the reform of the system and mechanism of education, science and technology talents… The drafting group promptly followed up and learned the latest spirit and requirements of the Party Central Committee, and always maintained a high degree of consistency with the Party Central Committee on major policies, major principles, and major formulations.

Investigation and research are the basis for planning and the way to achieve success. From May to September 2023, during the period of the theme education of studying and implementing Xi Jinping’s new era of socialism with Chinese characteristics, the school party committee organized and implemented the “close question and close thinking” investigation, guiding party members and cadres and teachers and students of the whole school to seriously investigate, actively think, and make suggestions on several major issues related to the reform and development of the school, providing strong support for the drafting of the report.

The resounding “eight questions” are precisely the results of the school party committee’s benchmarking of the central deployment and the requirements of the municipal party committee, and through various channels, the school’s comparative advantages, stage characteristics, shortcomings, bottlenecks, and major opportunities for development have been condensed and judged in depth. Questionnaires are collected one by one, and people speak freely one by one. The bottlenecks and difficulties that restrict the high-quality development of the school are condensed in the “close questioning”, and the consensus on solving urgent and difficult diseases and chronic diseases is highlighted in the “close thinking”.
